The British Tribute System in Kathiawar
For nearly a century and a half, the princely states and estates of Kathiawar operated under a system of tribute to the British Crown. This system, formalised through the Kathiawar Agency established in 1807, required each ruler to make annual payments to the paramount power.
The Final Payment: 6 January 1947
On 6 January 1947, Talukdar Prabhashankar Rajaram Desai of Vasavad made what would be the last British tribute payment from the estate. The amount — Rs. 127-10-8 in the pre-decimal currency of British India — was paid to the Special Officer of Nawanagar State.
The date is significant. By January 1947, the end of British rule in India was already visible on the horizon. Within seven months, on 15 August 1947, India would be independent.
The Formation of Saurashtra
On 15 February 1948, the princely states merged to form the United State of Kathiawar, renamed the United State of Saurashtra on 15 April 1948. For Vasavad, this merger was the decisive break with the past.
Article 366(22): Constitutional Recognition
The Indian Constitution contained Article 366(22) which defined 'Ruler' in relation to Indian States and provided the legal basis for the system of recognition and privy purses. For Vasavad, this article became directly relevant in 1968, when Indrashankar Prabhashankar Desai was recognised as successor by Presidential order.
The 26th Amendment: End of Privy Purses (1971)
The final chapter came in 1971, when the 26th Constitutional Amendment abolished privy purses and derecognised the former rulers. For the former rulers of small estates like Vasavad, the practical impact was modest but the symbolic significance was considerable.
What This Transition Meant for Vasavad
The story of Vasavad's transition from British tribute to Indian Constitution mirrors India's own journey — from colonial subject to sovereign republic, from princely fragmentation to democratic unity. It is a story worth preserving, and the documents that record it are the evidence that makes preservation possible.
